Governance
Hart Voluntary Action (HVA) is a charitable company founded in 1997. Operating across North-East Hampshire we are an infrastructure organisation working in collaboration with our public sector partners to support and develop the local voluntary sector.
Our strategic direction is guided by our experienced board of trustees. Strategy is implemented by our Chief Executive and senior team.
Our registered office is Civic Offices, Harlington Way, Fleet, Hampshire GU51 4AE.
Our Board
Ian Booth
Joining the HVA board in 2023, Ian has just been appointed as the new Chair in January 2025. Ian is an experienced chief executive and major programmes specialist who worked both as a civil servant and in the defence industry.
Having retired from full time executive posts Ian is enjoying contributing to the local community through his HVA role and is also working as a part time advisor.
Ian and his wife moved to Fleet in 1994 and their three children benefited from the excellent local school system.
In addition to spending time with family, Ian enjoys gardening, classic car restoration, DIY projects and watching rugby and motorsport.
Bryan East
Bryan joined the HVA Board in 2016 as treasurer. Having qualified as a chartered accountant Bryan spent his working life in the electronics and electrical engineering sector in both large and medium enterprises and has many years’ experience as a finance director.
He has lived in Fleet for 28 years. As a keen golfer Bryan is a member of North Hants Golf Club and also enjoys cycling with a local club based in Fleet. In addition to his role with HVA Bryan’s other interests include helping at the Cross Barn community hub and running the U3A History group both of which are located in Odiham.
He is married with two children and two grandchildren.
Mike Rawlins
Joining the Board in January 2019, Mike is an experienced programme leader, trainer, coach and mentor. Now working independently, he is interested in how we connect and work together. Mike brings an experience of delivery and of how we create environments in which people are enabled to bring their whole selves into the working environment. In addition to his role with HVA, Mike is also a board director for Behcets Patients’ Centres.
David Astles
David worked in technical and commercial roles for 16 years in a blue-chip energy company before moving into the world of start-ups where he led three technology businesses from launch. He now works as a coach and mentor, working with UK universities and trade associations in the UK innovation ecosystem.
David has a strong commercial and marketing background, with broad experience of managing strategic, P&L and financial matters. His passion is creating and developing new ideas and organisations and helping them realise their potential.
He joined HVA in 2023 and has specific interest in supporting the team involved in operating Hart’s Community Garden.
David has lived in Fleet for over 30 years and is familiar with the challenges and opportunities facing the local community. Married with a son and a daughter, he enjoys travel, playing tennis, watching sport and attending theatre and musical events.
Laura Alderson
Laura became a trustee in 2020 just before the Covid pandemic as she wanted to use her skills to give something back to her local community. Organisations like HVA, with strong networks in their local area, are more critical than ever and Laura is passionate about the work HVA does to connect people and businesses and strengthen local services.
Laura brings experience from both the public and private sector in the utilities, geospatial and technology sectors. Having completed her MBA, Laura’s expertise is currently focused on product management and creating products and services that customers love.
Laura lives in Hartley Wintney with her family.
